Why Two Villa Renovation Quotes Can Be AED 300,000 Apart

A big price gap does not automatically mean one contractor is expensive and the other is cheap. Often, they are not pricing the same project.

You send the same villa to three contractors. One quotation is AED 650,000. Another is AED 820,000. The third is AED 950,000. At first glance, it looks like an easy decision: choose the lowest price.

But renovation quotations can be separated by hundreds of thousands of dirhams because the contractors may be making completely different assumptions about scope, materials, quantities and risk.

The First Question Is Not "Which Quote Is Cheapest?"

The first question should be: are all three contractors pricing the same thing?

If one contractor includes new AC, full rewiring, waterproofing and external works while another assumes those systems will remain, the total prices cannot be compared directly.

1. Different Scope Inclusions

One quotation may include demolition, waste removal, temporary protection, structural modifications, MEP, approvals support, testing and snagging. Another may contain only the visible construction and finish packages.

2. Different Material Specifications

The words “tiles”, “sanitaryware”, “kitchen” and “joinery” tell you very little about cost unless a specification or allowance is attached.

A tile allowance of AED 80/m² and one of AED 350/m² can both appear in quotations simply as “supply and install tiles”. Multiply differences like that across a full villa and the total changes quickly.

3. Provisional Sums

A provisional sum is an allowance for work or materials that are not fully defined yet. They are useful when some decisions genuinely cannot be made, but too many provisional sums can make a low quotation look more certain than it really is.

4. MEP Assumptions

This is one of the biggest sources of quotation differences. Is the contractor replacing the AC equipment or only modifying ducts? Is the villa being fully rewired or are existing circuits being reused? Is drainage being replaced or only altered around new bathrooms?

If MEP scope is unclear, the comparison is incomplete.

5. Structural Work

Removing a wall can range from a simple non-structural partition to a significant structural alteration requiring temporary supports, new steel or reinforced concrete elements and foundation checks.

If the drawings are not developed, contractors may price completely different structural assumptions.

6. Authority and Community Requirements

Depending on the property, the project may require authority and/or master-developer review. Some quotations include parts of this coordination while others exclude fees, submissions or specialist requirements.

7. External Works Are Often Missing

Pool renovation, landscaping, irrigation, boundary walls, paving, gates, pergolas and external lighting can represent a large package. A quotation that stops at the villa door can appear dramatically cheaper than one that covers the full property.

How to Compare Quotations Properly

  1. Give every contractor the same drawings and scope.
  2. Use a BOQ or detailed schedule of works where possible.
  3. Create a comparison sheet that lists inclusions and exclusions side by side.
  4. Separate fixed prices from provisional sums.
  5. Check material allowances and brand/specification assumptions.
  6. Confirm whether VAT is included.
  7. Confirm authority, community, testing, waste and temporary works.
  8. Review the payment schedule as well as the total price.

A Higher Quote Can Sometimes Be the Lower-Risk Quote

A more complete quotation can look expensive because it exposes costs that a shorter quotation leaves for later. That does not mean the higher price is automatically better, but it does mean the comparison needs to go deeper than the final total.

Get the Scope Clear Before Negotiating the Price

Once all contractors are pricing the same information, negotiation becomes much more meaningful. Before that point, reducing the price may simply mean reducing an assumption you did not realise was included.
